Foxx's Electro appearance is a far cry from the Spider-Man super-villain's signature green-and-yellow lightning-themed costume. In the film, Electro's skin is aqua blue, with veins -- perhaps meant to simulate lightning -- popping out of his skin.
It's said that LEDs in the hoodie that Foxx wears produce a glow, but of course, we don't know how Foxx will look once the requisite CGI effects are added.
In the Marvel Comics, Electro (or criminal Max Dillon) was given his electrical powers when he was struck by lightning while holding live, high-tension wires and a wound reel of one-inch cable. Electro can generate vast amounts of electricity, and can even throw bolts of them at his enemies.
